Mifflin was a Pennsylvania Quaker, the son of a rich merchant and politician.
He was educated in Philadelphia and entered business upon finishing his education.
Mifflin was also involved in politics, raising troops and serving in the Continental Army, attaining the rank of major general.
He was expelled from the Quaker church for his military service.
Mifflin served in the state legislature and in the Continental Congress.
He attended the Philadelphia Convention regularly, but did not speak.
Mifflin continued in the Pennsylvania legislature and later served ten years as governor.
