    Grants and Contracts Consultant

     

    The Center for Civic Education is a nonprofit, nonpartisan educational corporation dedicated to fostering the development of informed, responsible participation in civic life by citizens committed to values and principles fundamental to American constitutional democracy. The Center specializes in civic/citizenship education, law-related education, and international educational exchange programs for developing democracies. The Center receives grants from the federal government, mainly from the Department of Education and the State Department, and then awards grants to a large number of subgrantees.

     

    Key Responsibilities:


    The Grants and Contracts Consultant will consult with and advise Center staff from time to time on all aspects of the Center’s grants, subgrants and contracts functions. Such consultation and advice will include, on an as needed basis, interpretation of federal regulations and guidelines governing the Center’s grants, subgrants and contracts; analysis and, when necessary, modification of the Center’s grant, subgrant, and contract documents; analysis and when necessary modification of the Center’s grants, subgrants and contracts administrative policies and procedures including all internal controls; occasional active oversight of current grants, subgrants and contracts administration, and training of Center staff in all compliance matters.


    Grant, Subgrant and Contracts Administration:

     

    • Advise Center personnel and ensure that the Center is in compliance with all relevant federal grant, subgrant and contracts provisions and regulations, including all financial and procurement regulations, as well as all regulations regarding monitoring of subgrantees, regulations regarding grant and subgrant close-out procedures, and regulations regarding record retention.

    • Advise Center personnel and ensure that the Center’s internal control procedures and other administrative policies and procedures with respect to grants, subgrants and contracts administration are satisfactory and that such procedures are strictly followed.

    • Provide expert advice to Center personnel on compliance matters as new grants are obtained, new subgrants are awarded or new contracts are negotiated.

    • Provide expert advice to Center personnel regarding the drafting of grant and subgrant documents, contracts, and the Center’s administrative policies and procedures regarding all compliance issues.

       

    Financial Accounting, Analysis, and Reporting:

     

    • On an as needed basis, review ongoing grants, subgrants and contracts administration to assure program and financial compliance and integrity through desk reviews and possible field visits.

    • On an as needed basis, review periodic grant revenue and spending reports prepared by program staff.

    • On an as needed basis, audit transactions from sub-grantees for compliance with all federal regulations.

    • On an as needed basis, review periodic grant financial reports and supporting documentation to ensure compliance between budgets and program activities.

    • On an as needed basis, review reports such as SF 269 and SF 272 and other necessary government reporting requirements.

    • On an as needed basis, review budget and cost proposals before submission to grantor/funding agency.

    • Review on an as needed basis Center manuals that describe Center policies, procedures and internal controls designed to ensure compliance with all federal grant, subgrant and procurement regulations.

     

    Training:

     

    • Provide from time to time financial and management training and technical assistance to staff necessary to ensure compliance with all federal grant, subgrant, fiscal and procurement regulations.

     

    Additional Qualifications:

     

    • B.S. degree (Accounting/Finance) and at least five years working with government grants and procurement accounting/compliance. Experience working with Department of Education and/or State Department and/or Department of Defense grants is not essential, but is strongly preferred.

    • A thorough knowledge of financial and internal control systems is essential.

    • Previous experience working with a non-profit organization supported by federal grants is strongly preferred but not essential.

    • Working knowledge of OMB Circulars A-110, A-122, A-133 and various parts of the FARs is strongly preferred, but not essential.

    • Must have strong oral and written communication skills.
